Edona Bilali

Deputy Minister of Infastructure and Energy

Edona Bilali was born on June 13, 1989, in the city of Shkoder,Albania. She completed her undergraduate studies at the Faculty of Economics, University of Tirana, in the Business Administration program during the period 2006–2010. Later, during 2012–2014, she pursued a Professional Master’s degree in Marketing at the same faculty. After completing her studies in Albania, Ms. Bilali earned the title of “Doctor” in Austria, in the field of International Economic Relations, where she was honored with the academic distinction “Summa Cum Laude,” awarded to students with outstanding academic achievements. Her professional career began at the Ministry of Finance and as a guest lecturer at the Faculty of Economics of the University of Tirana in 2010. During the years 2012–2021, Ms. Bilali gained extensive experience in the private sector, working as a consultant and project manager for various international donors. In September 2021, Edona Bilali was appointed Minister of State for the Protection of Entrepreneurship, a position she held until September 2023. Ms. Bilali also served as a Member of the Albanian Parliament, representing Shkodër County during the 10th legislature, from 2021 to 2025. Currently, since October 2025, she holds the position of Deputy Minister at the Ministry of Infrastructure and Energy.
